Service Design and Improvement Officer
The council has come a long way over the past few years. We are already winning awards, but our ambition is much greater than being good. We want to become a recognised leader in excellent public service and help improve more lives at a faster rate than ever before. We will achieve that by bringing together our residents, partners and other stakeholders to solve problems and create more opportunities.
We have just established new corporate transformation, service design and improvement functions. Our two new teams will play a central role in delivering change at pace across the entire council with a focus on digital innovation and partnership working to achieve the best outcomes we can for our residents and businesses.
Our new operating model brings together programme, project and service improvement professionals across the council in one professional family. They will benefit from professional leadership and development programmes co-ordinated by our Corporate Strategy and Transformation Service within the Chief Executive’s Office.

About the role
This hybrid Project Officer type role will work collaboratively across teams, service and organisational boundaries to build effective relationships to manage and deliver projects that improve service delivery, increase efficiencies and add value to service operations. The services the role will work across will be either:
- Place Directorate – where you will work with teams in the Environment, Planning and Housing functions
- Resources and Governance Directorate – where you will work with teams in the Workforce, IT, Customer Services and Legal functions
- Adult, Health and Community Directorate – where you will work with teams in the Public Health, Commissioning and Adult Social Care functions.
You will manage change, project plans and improvement activities, designing and delivering approaches and methodologies that equip teams to deliver the outcomes and benefits they seek. You will be flexible in your approaches, able to follow as well as lead and support the development and delivery of best practice across the council in a range of service design tools and techniques. The role will work with stakeholders to understand the needs, processes and practices of the service area to ensure solutions meet the needs of the service and their customers.
About you
We would love to hear from you if you have the drive, energy and enthusiasm needed to help transform Tower Hamlets Council along with a strong interest and proven track record supporting improvement and change projects. Professional qualifications are required (APM, Prince2, DSDM, MSP or similar). You will be able to demonstrate strong organisational skills, advanced IT skills, together with excellent influencing and communication skills and a will to be proactive to deliver against project goals.
