Finance, Monitoring and Governance Officer
37 hours per week
Fixed Term posts initially until the end of March 2024

We are currently seeking to appoint a full time Finance, Monitoring and Governance Officers to work with the Shared Prosperity Fund, Work & Skills and Multiply team. The post holder will work with the Finance and Monitoring Manager/Programme Managers and wider team to provide administrative and finance support relating to grant and core funding. It is anticipated that the posts will continue beyond March 2024 as it is funded from the Shared Prosperity Fund which has been confirmed for 2023/24 and 2024/25 and may to continue beyond that.
The role will entail: –
- The post holder will be responsible for supporting a wide range of activity in support of the Work & Skills projects, objectives and will focus particularly on financial compliance in accordance with Funding body Regulations.
- Efficient and effective financial management of the programme budgets; management of expenditure and claims in accordance with Funding body Structural Guidance and priorities; and ensuring robust monitoring of financial systems.
- To be responsible for managing all financial aspects of the Work & Skills programmes managed by Newport City Council.
- To be the key contact in relation to progress reports and financial claims for the Lead delivery Body (LDB), ensuring all are submitted in an accurate manner within set deadlines.
- To lead and ensure compliance is adhered to with the terms of the Agreement with the Lead Delivery Body.
- Support the performance management of the Lead Delivery Body and its projects.
- To lead on the collation of performance indicators in the manner prescribed by the funding body and be responsible for reporting these internally and within set deadlines.
- To store all relevant operational documentation in an appropriate form and in line with retention guidance, seeking guidance from the Lead Delivery Body in relation to any additional requirements.
- To lead on the work with the project team to secure approvals for compliance with Lead delivery Body publicity guidance, and ensure publicity is monitored and hard copy records are maintained for audit purposes.
- To liaise, advise and assist Project Managers to integrate Project Management systems devised to support the operations.
- Ensuring that appropriate reporting mechanisms are in place for the operations to meet Lead Delivery Body information requests.
- To assist in the running of a busy office, setting up systems to ensure the smooth working of Lead Delivery Body funding.
- Ensuring that projects establish robust financial systems locally.
- Responsible for preparing financial reports in for Senior Managers and Lead Funding Body
- To control the issue of orders, payment of invoices and collection and banking of income in line with the Council’s regulations.
- To provide training and financial awareness to the projects for which the Local Authority are the nominated grant recipient.
- To liaise with resourcing, support and coordination section ensuring that services
- operate in accordance with council policies.
