IT Services operates at the very core of the Council’s operations, working with services and key stakeholders to empower employees to deliver the Council priorities through the use of technology.

 

We have made a significant investment into the IT Strategy to further support the council’s ambitions, with the key goals of Service, Value, Security and Agility.

 

The Service Management Team manage the IT budget to ensure effective and efficient management of the IT Revenue and Capital budgets. Manage the IT software and hardware asset management process. Deliver and manage the IT contracts. Deliver savings and efficiencies and service improvements

We are looking for an IT Business Officer (Finance) within the IT Service Management Team, to plan, develop, maintain and manage the IT budget management process and procedures; to ensure the effective and efficient management of the IT Revenue and Capital budgets. To work closely with the Service Director IT Services and the Strategic Service Manager – Service Management and Infrastructure on the delivery of savings and efficiencies, service improvement and other corporate initiatives. To undertake project work where required.

 

The successful candidate will

  • Support the Service Director and the Strategic Service Manager – Service Management and Infrastructure with the management of the IT Revenue and Capital budgets and prepare reports on current spend and future commitments.
  • Develop and manage the IT revenue budget management process to ensure financial resources are allocated and utilised effectively so that the council achieves maximum value from its investment in hardware and software assets.
  • Develop budget monitoring processes and work with IT Managers with the control and analysis of spend related to their area and with the management of future spend commitments.
  • Provide advice and guidance to IT Managers, Project Managers and other Officers on budget management methods and their roles and responsibilities in relation to the budget management processes.
  • Assist the Strategic Service Manager – Service Management and Infrastructure in the management and delivery of the IT Services Capital budget, monitoring expenditure and liaising with stakeholders.
  • Creation of budget management reports and benchmarking data. Reporting to the relevant stakeholders in line with the council’s budget management framework.
  • Undertake project work as part of the Strategic Service Manager – Service Management and Infrastructure and for other IT Managers as required e.g. spend analysis projects, implementation of initiatives
  • Develop and manage effective invoicing, billing and payment processes, including setting up of e-billing arrangements
  • Liaise with suppliers regarding billing processes and queries, ensuring prompt payment of invoices in line with council policy.
  • Develop, implement and monitor processes and procedures that support the effective management of the service e.g. IT Purchase Approval/Finding Requests process, sickness monitoring.
  • Assist the Strategic Service Manager – Service Management and Infrastructure with the management and delivery of a variety of IT projects linked to savings, efficiencies, service planning and improvement.
  • Provide cover for the IT Business Officer (IT Asset Management)
