Full Job Description

The matron for continuity of carer midwifery models of care and community services is an integral post working within the senior maternity team. They will drive the maternity transformation work, embedding safety initiatives and supporting a culture of individualised care that promotes a positive pregnancy and birth experience for all women and birthing people.

The post holder will lead and be responsible for the delivery of high quality care and experience in their areas through proactive clinical and professional leadership to midwifery, nursing and support staff at all levels within their area of responsibility. The post holder will need to ensure the delivery of high quality, evidence based, compassionate midwifery care, and that the workforce is managed effectively and efficiently. They will work alongside the consultant midwife who is professionally linked to these areas supporting them in the development of midwifery care.

They will contribute to the on-going implementation of the Trusts midwifery, nursing and corporate objectives, developing the service and nursing/midwifery roles to meet the evolving needs of women, birthing people and their families.

The individual will undertake the key functions of the Matron role, ensuring the women’s and birthing people’s experience is of the highest possible standard at all times, with particular emphasis on the provision of dignified and compassionate care, which is delivered in a safe environment.

Chelsea and Westminster Hospital NHS Foundation Trust provide services from two main hospitals, Chelsea and Westminster Hospital and West Middlesex University Hospital, and a number of clinics across London and the South-East.

Management

  • To provide professional leadership and line management to senior midwifery staff including ward and departmental Co-ordinators / Midwives, / Midwifery Specialists and Advanced Practitioners.
  • To ensure that all direct reports have an annual appraisal with periodic reviews and have a current personal development plan (PDP).
  • To support the recruitment and retention strategy for Midwifery and Support Workers in collaboration with the Divisional Human Resources Team, Divisional Nurse/ Head of Midwifery and ward/departmental leads.
  • To ensure that staff records are maintained by the Ward / Department manager and that the registration status of Nurses / Midwives is verified, taking appropriate action when staff fail to maintain this.
  • To manage any issues of performance, capability and conduct relation to direct reports in accordance with Trust policies and procedures, in liaison with the Divisional Human Resources team.
  • To support and advise direct reports in the management of conflict, performance, capability and conduct issues within their teams and services in liaison with the Divisional Human Resources team and to undertake HR investigations and disciplinary hearings as and when required.
  • To act as a role model in promoting equality and equity of opportunity amongst staff in line with the Trust’s Equality and Diversity policy as well as conducting equality impact assessments on policy and/or service changes..
  • To enable consultation, engagement and ownership amongst ward and departmental leads, ensure that they are informed of organisational and divisional changes and that their views and concerns are represented.
  • To participate in the business planning process for the division/directorate in liaison with the divisional management team and participate in forming business cases and lead in related practice / service developments across the Trust.
  • To lead the review and re-design of models of midwifery care and pathways to ensure that these meet the changing needs of our families whilst optimising resources.
  • To establish the views of families, promote user and public involvement in the evaluation and improvement of services and be responsible for the review of patient satisfaction surveys to influence service development.
  • To enable multi professional and multi-Agency collaborative working to support service and practice development which is centred on the needs of patients.
  • To oversee ward and departmental leads in the effective management of pay and non-pay budgets for the division/directorate ensuring the efficient and effective use of staffing resources and supplies to achieve a balanced budget.
  • Review and monitor roster arrangements to ensure effective and efficient use of the staffing resources. Ensuring that rosters are approved in line with the Trusts roster policy.
  • To participate in the Trust wide establishment review process, taking lead responsibility for ensuring the ward areas are compliant with the process and ensuring timely provision of information in line with the view expectations and National Quality Board Requirements.
  • To investigate complaints and prepare responses to any issues or concerns raised by patients and families in liaison with M-PALS and Complaints Team as requested by the Head of Midwifery.
  • To ensure potential risks for staff, patients and visitors are identified and that incident reporting procedures are adhered to. To conducts investigations into adverse incidents and ensure that appropriate action is taken.
  • In agreement with the Divisional; Nurse/ Head of Midwifery, represent the division at appropriate Trust wide meetings and take the lead on specific streams of work as required.
  • To participate in Divisional, Trust and external meetings and represent the Divisional Nurse / Head of Midwifery when required.
  • To participate in providing a 7 day clinical service with other Matrons and act in the absence of the divisional Nurse / Head of Midwifery and provide cross cover for the other Divisional Senior Nurses as required.

Clinical

  • To work in clinical practice for a minimum of 20% of the time, providing clinical expertise and leadership to the team.
  • To obtain real time patient feedback; liaise with the person in charge of the ward / department to assess the environment with regards to cleanliness and clinical standards.
  • To ensure the provision of safe, high-quality care and treatment for all patients which is delivered within agreed standards, protocols and guidelines.
  • To monitor performance across wards and departments against agreed nursing / midwifery and clinical indicators and to plan improvement and development in liaison with ward and department leads.
  • To ensure that there is a robust approach to clinical incident, reporting investigation and action planning.
  • To ensure that policies and procedures relating to infection prevention and control are followed and that practice is audited in line with the Trust approach.
  • To ensure that policies and procedures relating to medicines management are followed and that practice is audited in line with the Trust approach.
  • To ensure that standards of environmental cleaning are maintained in liaison with the Trust Estates & Facilities Service and that corrective action is taken if this falls below defined standards.
  • To ensure that the standard of clinical documentation is maintained and that this audited in line with Trust guidelines.
  • To participate in the implementation of the maternity digital strategy
  • To identify opportunities for the team to develop their roles and scope of practice to meet the evolving needs of patients and the service.
  • To ensure clinical representation in appropriate Trust forums and working groups and the dissemination of information across the service.
  • To provide coaching and supervision to individuals in order to support their development.

Educational

  • To ensure that all new staff attend Trust induction and that relevant staff attend mandatory training updates.
  • To ensure that all new staff have a robust orientation and induction to local areas and that this is clearly documented.
  • To undertake an annual training analysis across areas, linking this to the planning of local training initiatives and the contracting of external post registration training provision.
  • To plan and monitor training activity against the annual post registration educational contract with the directorate / area of responsibility.
  • In conjunction with the Practice Facilitators and other education staff, ensure that the educational needs of students are met, supporting preceptors and assessors in practice.
  • To contribute to the development of and participate in the delivery of in-house education and training programmes.
  • To promote opportunities for nursing, midwifery and multi professional research activity within the directorate area of responsibility.
